We do know he wants and believes in the compass, he said as much to Elizabeth.

Perhaps he sees Davy Jones' heart as the means to a more generalized control of the sea, then: convenient trade winds, and then storms along the routes where the East India Company's ships don't sail . . . I suppose I'll have to see the third film to find out. I like the idea of the Northwest Passage, though. Although I keep thinking that, if so, the compass will end up pointing to Stan Rogers.
